Does the 'presumption in favour' mean we can't challenge density on urban sites anymore?

Our LPA just approved a 12-storey block on a brownfield site, citing the new NPPF presumption in favour of sustainable development. They're saying the 'brownfield passport' effectively overrides our local plan's density policies. Is this correct?
